TERMS OF SERVICE

HHA Terms of Service for Applicant Portal

The Applicant Portal is a tool for applicants to access online secure information about pre-applications that they have completed for housing assistance.  The Harrisburg Housing Authority (HHA) requires that each applicant create an account with a user login and password for the Applicant Portal.  By activating the user account, applicants agree to abide by and support the terms of use set forth herein.

HHA offers this access as a free service to all applicants selected through the lottery process for inclusion on the Section 8 waiting list or for all applicants who apply for Public Housing assistance.  Applicants bear sole responsibility for the accuracy of information maintained on the Applicant Portal.

HHA reserves the right to add, modify, or delete functions viewed via the Portal at any time without notice to maintain the efficiency and use of the portal.  In addition, HHA reserves the right to discontinue use of the Applicant Portal at any time without notice.

Each applicant must agree to be bound by this Agreement.  HHA reserves the right to, at its sole discretion, request that an applicant bring photo identification in order to verify his/her identity should any question arise concerning the validity of the acceptance of this Agreement.  Failure to abide by such a request may result in refusal by HHA to allow the applicant to use the Portal.

HHA requires that applicants adhere to the following guidelines:

1. Applicants agree to log into the Applicant Portal to report any change of address within 15 days of the occurrence.
2.  Applicants agree to act in a responsible, ethical, and legal manner.
3.   Applicants will not attempt to harm or destroy the data on the portal.
4.  Applicants will not attempt to access information concerning any other applicant or any account assigned to any person other than their own.
5.  Applicants will not use the Portal for any illegal activity, including, but not limited to violation of Federal and State Data Privacy laws.  Anyone found to be in violation of these laws will be subject to civil and/or criminal prosecution.
6.  Applicants who identify a security problem within the Portal must notify HHA immediately, without demonstrating the problem to anyone else.
7.  Applicants will not share their password or allow anyone other than himself or herself to use their Portal account.
8.  Applicants will not set any computer to log in automatically to the Portal.
9.  Applicants will log out of their Portal user account when they are not at their computer.
10.  HHA will deny access to the site for applicants identified as a security risk.

HHA will use reasonable measures to protect applicant information from unauthorized viewing.  HHA WILL NOT BE LIABLE FOR UNAUTHORIZED USE OF THE SYSTEM OR INTERNET.  HHA does not promise any particular level or method of access to the Portal for viewing information with the exception of a request of access for the purposes of reasonably accommodating an individual with a disability or who needs language assistance.  HHA will not be responsible for actions taken by applicants that compromise their information.  HHA reserves the right to limit or terminate the Portal for viewing information without notice.  All applicants who use the portal to access their information thereby consent to electronic monitoring, and the applicant acknowledges that HHA grants the applicant access to a private network used as a tool by HHA employees.  Account activity is electronically recorded.

HHA does not discriminate based on race, sex, color, religion, marital status, familial status, national origin, age, pregnancy, disability, ancestry, sexual orientation, or gender identity in the access to, admission into, or employment in, housing programs or activities.
